Coastal/recreationalGENERAL DESCRIPTIONThe Tartan 28 sailboat is a Sparkman and Stephens designed racer/cruiser with some 136built by Tartan Marine between 1984 and 1990. The Tartan 28 is generally consideredto be a well-built production vessel.The vessel has an aft “T” shaped cockpit. A functional galley with an ice box, stainlesssteel sink, and two burner gimbled CNG stove is aft to port and a quarter berth is locatedaft to starboard. The salon has settees both to port and starboard with storage outboardand above. A small fold down navigation table is located to port forward of the galley.The head is forward to starboard of the salon, with a hanging locker to port. A V berth islocated forward.The hull above the waterline and deck were painted in 2009 (reportedly Awlgrip) and thepaint appears in good condition with minimal oxidation. The bottom was painted inNovember, 2015 (reportedly ablative).Overall the vessel appears in above average condition and well maintained by aconscientious and knowledgeable owner. The vessel will be well suited for its intendeduse of recreational and coastal boating after minimal necessary maintenance.HULL AND DECKMolded fiberglass hull with cored deck and superstructure and an inboard flangehull/deck joint. The mast is a double spreader aluminum OEM keel stepped Kenyonmast. Chainplates and deck level standing rigging swage fittings appear in goodcondition and secure. Hull appearance is good with both the above water line hull anddeck painted in 2009. A brief examination of the deck and superstructure indicated nostructural crazing or cracking. Percussion tapping did not indicate any delamination. Thehull showed high moisture readings (Electrophysics GRP 33) in an area inboard of thebow pulpit and to port of the windlass; fittings (cleat, windlass, pulpit) should bererebedded and the area monitored. Stanchions, pulpits, and cleats appeared securelymounted; the lifelines could not be inspected due to the vinyl covering but did show someend fitting corrosion. Fuel, waste, and water fills were marked appropriately.Hull InteriorBulkheads, stringers appear in good condition with no tabing separation noted. Thruhulls appear in generally good condition. The head discharge thru hull fitting appearsfrozen, and should be worked until it can be opened and closed easily.Cabin AppointmentsThe interior appears in good condition and clean. The headliner is FRP, upholstery bluepatterned fabric in generally good condition but with some minor wear and tear, and thethe cabin sole is marine ply with teak and holly venner. All appear in good condition.

MACHINERY Main Engine(s) Inboard diesel, Yanmar 2GM20F, with a Kanzaki transmission and a 3/4” SS shaft with packing gland. Engine is fresh water cooled with water lift muffler. Engine hours are unknown. Engine started cold easily, ran smoothly with minimal vibration. Engine exhaust hoses appear in good condition, fuel hoses are not labeled, and one shows chafe (primary filter to engine) and should be replaced with appropriate marine grade hoses (USCG type A1 in engine compartment). The exhaust riser shows corrosion and appears to be near the end of its usable life and should be removed, inspected, and most likely replaced. The alternator belt shows excess play and should be tightened. In general the engine shows corrosion from leakage, is dirty as a result of belt dust, and should be cleaned, and linkages lubricated. ELECTRICAL SYSTEMS D.C. System Two group 24 deep cycle batteries are located securely in the cockpit locker inside plastic battery boxes, showing charging voltage of 13.6V DC. Battery connections appear deteriorated with broken wire strands. However, in general wiring/routing/appears secure. Vessel has a rotary switch adjacent to the batteries, and a Tartan 12V DC panel with volt/amp gauges and 14 circuit breakers, all appear in good condition. A.C. System Single 30 amp shore power inlet (Marinco) located aft to port. Shore power cord shows past heat damage. Interior outlets not GFCI protected, and the head outlet should be. Professional Mariner 35 amp battery charger, operable; 1000 watt Freedom Jazz inverter not tested. FUEL SYSTEM Aluminum tank located under port settee appears clean and in good condition. Fill hose labled (J1527A2) and appears in good condition, and fill inlet is grounded. POTABLE WATER SYSTEM Plastic potable water tank located under starboard settee, appears in good condition where sighted. Schurrflo 2088-423-344 pump and pressure regulator, did not cycle and appears to hold pressure.
HOT WATER SYSTEM 120V AC and heat exchanger hot water heater located under cockpit. Reportedly in good condition, not tested. SANITATION Jabsco head an Y valve both operable. Holding tank under V berth. Discharge line from head shows deterioration both at head and at deck pump out fitting and should be replaced. STEERING SYSTEM Six spoke stainless steel destroyer type wheel, cable to radial on rudder post. Appears secure and in good condition. GROUND TACKLE 25 lb CQR plow with approximately 30’ 5/16” galvanized chain and 250’ ó” triple strand nylon line. No chain stop on chain, and one should be installed. Simpson Lawrence manual windlass reportedly in good operating condition. ELECTRONICS / NAVIGATION SYSTEM / ENTERTAINMENT Garmin Map 440S chartplotter – tested operable Raymarine wheel mounted autopilot (4000) with Raymarine ST 6002 controller – tested operable Raymarine ST 60 speed, depth, wind – all powered up Uniden Polaris VHF – received, could not verify transmit. Transmit operation should be verified. Kenwood KDC-116S AM/FM/CD – tested operable Ritchie compass – appeared in good condition. DE-WATERING SYSTEM Bilge pump located in bilge in salon, Rule 1500 with RuleAmatic switch. Both tested operable both in manual and automatic mode. Manual pump with screened pickup in bilge, reportedly operable. SAFETY EQUIPMENT Three type III PFDs, one throwable ring – all appear in good condition. Flares – not sighted and approved in date flares should be placed aboard. Fire extinguishers – three type B2, all in pressure, but powder appears caked and units are old (dated 1993, 1997, 2011). All should be replaced, and the units should be inspected and shaken periodically.Placards – both waste and petroleum discharge mounted.
Navigation lights – tested operable. Steaming lite, and anchor lite not tested; and operation should be verified. CO/smoke detector – none sighted, and should be maintained aboard. SAILING GEAR Sails – Schurr Sails main and 135, reportedly in good condition 110 reportedly in good plus condition Hood Seafurl furler, appears operable and in good condition. Winches: Two Barient 12, single speed on cabin top with six Spinlock rope clutches. Two Barient 24, two speed self tailing primary cockpit winches Starboard cabin top winch appears binding; it is suggested that all of the winches get cleaned and lubricated. Running rigging: Dacron lines in good condition Standing rigging: All 1X19 stainless steel wire that appears in good condition where sighted at deck level. Turnbuckles/toggles all appear secured and in good condition where sighted. Chainplates secured to lower bulkhead, and appear in good condition where sighted. Mast: Two spreader aluminum OEM Kenyon mast keel stepped appears in good condition. ESTIMATED VALUE The subscriber website SoldBoats.com was reviewed, and data provided from this web site indicates a mean value of $25,000 for eight similar vessels sold in the US between March, 2012 and September, 2016 (excluding the high and low values). Other sales comparison data were obtained from the NADA Guides, which indicated a low and average retail value of $19,305 to $22,045. However, less weight is given to the guide valuations than to actual sales data.
